From the picture I would hazard a guess that it's something to do with a petition, one kneeling chap holding up a document, the other grasping his hamds in supplication.
The mounted figueres behind the crowned rider look vaguely Arab/Moorish from there headress and the supplicant looks to have an Assyryian (ish) type beard so overall, guessing again, are we looking at Spain or the Middle East for the event?
