In order to set the victory points awarded for posting a game, I need some sort of comparison with the other games in the club.
I don't have this game and cannot do this portion of the setup.

what are the victory levels

How do they fare in comparison with ACW/NAP games or CS or CM games in terms of size of the game and time invested in playing a turn?

I´ve added the number of turns and the vibtory level
modifier to the scenarios in the database.
The game can be compared to HPS Nap..

I thought I would help Randy out with categorizing this game and help compare it to the other ladders.

When the scenario ends is there a Major and minor victory? Is a draw possible? Is there a minor and Major loss?

You mentioned the OpS Nappy game as a comparison?
Will there be size modifiers for the individual scenarios?

HPS Operational Campaigns
HPS Operational Campaigns Games are scored by victory level, multiplied by Scenario Size Modifier (SM). The victory levels and their values are:

Major Victory 18 Points

Minor Victory 14 Points

Draw 10 Points

Minor Loss 6 Point

Major Loss 2 Point

This point value is multiplied by a SM drawn from the following scale: Size of the scenario in KBs

EXAMPLE:
Steel God scores a Minor Victory against Esher in a game of S41 Storming The Land Bridge scenario (SM 4) Steel God would score 56 ladder points (14 for the minor victory times SM 4 = 56 points), while Esher would score 24 ladder points (6 for a minor loss times SM 4 = 24 points).

I think the Punic wars is closer in comparison to Combat Mission. Both games are tactical in nature and use a point system to construct scenarios. Even the stock scenarios can be broken down by total points.
